The Tamil Nadu government has approved the first phase of its ‘Anywhere Registration’ initiative under the upgraded STAR 3.0 platform, making two categories of property transactions mandatory through a fully paperless, presenceless registration process from August 17, 2026.Under a Government Order issued on Tuesday, the Commercial Taxes, Registration and Religious Endowments Department accorded administrative sanction for the implementation of Phase I of the initiative. Initially, the mandate will cover the first sale of plots by promoters and the first sale of flats by builders, along with the subsequent deposit of title deeds, eliminating the need for parties to visit Sub-Registrar offices in person.
Paperless registration with Aadhaar-based verification
The government said the move is aimed at improving transparency, efficiency and citizen convenience in property registration. Documents will be submitted online under the presenceless mode, while the existing citizen charter commitment of same-day approval and return of documents will continue to apply to online registrations as well.
The presenceless registration process has been developed in accordance with the Registration (Tamil Nadu Amendment) Act, 2021 and the Online Registration Rules. Executants and attesting witnesses will be required to submit biometric thumb impressions, digital fingerprints, photographs and Aadhaar details. Their fingerprints will be authenticated against the Aadhaar database to establish identity, while registering officers will verify compliance with all applicable legal provisions before registration, says the order issued by J Kumaragurbaran, Secretary, Commercial Taxes, Registration and Religious Endowments Department.
