India clears E100 fuel rules, opening door for ethanol-only vehicles

India has formally approved the regulatory framework for using 100% ethanol (E100) as vehicle fuel, marking a major step towards expanding ethanol-based mobility and reducing dependence on imported crude oil.


Union Road Transport and Highways Minister Nitin Gadkari announced on Saturday that he had signed the regulations permitting E100 fuel, creating the legal foundation needed for automakers, fuel retailers and testing agencies to move towards commercial deployment of vehicles powered entirely by ethanol, The Hindu Businessline reported.


Speaking at the Sugar, Ethanol & Bio-Energy India Conference in Nagpur, Gadkari said the approval would support the wider use of domestically produced biofuels and help reduce reliance on fossil fuel imports.


“I signed the file at 8 pm today,” Gadkari said.


The move takes India beyond its existing ethanol blending programme, which has focused on increasing ethanol content in petrol and is approaching nationwide implementation of E20 fuel.




Earlier speaking at the 5th edition of the Sugar – Ethanol and Bioenergy India Conference (SEIC 2026) on June 12 organised by ChiniMandi.com in Mumbai, Gadkari had stated that the government has cleared the way towards moving E100.


With the new framework in place, the government has opened the possibility for vehicles designed to run completely on ethanol, adding another fuel option alongside electric, CNG, hybrid and hydrogen technologies.


Gadkari said flex-fuel vehicles have already begun entering the market.


“Maruti Suzuki has launched the WagonR flex-fuel vehicle, and Hero has introduced motorcycles that can run on 100% ethanol,” he said.




He added that more automobile manufacturers are expected to enter the segment.


“Toyota and Hyundai are also expected to launch vehicles that can run on 100% ethanol,” Gadkari said.


The approval gives manufacturers regulatory clarity and is expected to support investment in flex-fuel engines and vehicle systems compatible with ethanol after years of pilot projects and demonstrations.


For the automobile industry, the decision creates another route for reducing vehicle emissions while companies continue investing across multiple technologies.


Vehicles operating on E100 require specific engine settings and fuel-system modifications because ethanol behaves differently from petrol and needs specialised handling.


The policy is also expected to support investment in flex-fuel platforms, local manufacturing of components and development of ethanol-compatible vehicle technologies.


Highlighting the role of biofuels in agriculture, Gadkari described the sugar and bio-energy sector as “the backbone of rural development” and said higher ethanol production could strengthen farm incomes by increasing demand for sugarcane, maize and other biofuel feedstocks.


Higher ethanol consumption may also provide an additional market for agricultural output and encourage investment in bio-refineries and rural industrial infrastructure.




At the same time, the minister called on the industry to adopt more water-efficient sugarcane cultivation practices as ethanol production expands.


The initiative also aligns with India’s effort to lower crude oil imports, which currently account for more than 85% of the country’s oil requirement.


By expanding the use of domestically produced ethanol, the government aims to reduce exposure to global crude price fluctuations while supporting growth in the agricultural and biofuel sectors.


While regulatory approval removes a major hurdle, large-scale adoption will depend on fuel availability and supporting infrastructure.


Oil marketing companies are expected to gradually introduce dedicated E100 fuel stations, while fuel storage and transportation systems may require upgrades to manage ethanol handling requirements.




Vehicle certification processes, emission standards and fuel distribution systems will also need to align with the new framework before ethanol-only vehicles can be adopted on a wider scale.
