Karnataka Chief Minister DK Shivakumar on Wednesday said the proposed Karnataka Apartment (Ownership and Management) Act, 2026, has been drafted to ensure complete ownership rights for homebuyers and invited apartment owners and stakeholders to submit suggestions on the legislation by August 6.
Interacting with representatives of apartment associations, Shivakumar said the government was committed to resolving issues faced by apartment owners through dialogue and consultation rather than litigation.
"The voice of the people must become the voice of the government. We want to resolve issues through dialogue. Let us all work together as Team Karnataka," he said.
Homebuyer Rights In Focus
Shivakumar asked apartment owners and other stakeholders to send their suggestions on the proposed legislation to the Bengaluru Development Minister by August 6, saying public feedback would help shape the new law.
He said the government had introduced the draft legislation to strengthen ownership rights for apartment buyers and ensure greater clarity in the management of residential communities.
The Chief Minister said Karnataka has issued nearly 26 lakh e-Khatas out of around 40 lakh properties in Bengaluru, describing it as one of the country's largest property digitisation initiatives.
He also highlighted ongoing infrastructure projects, including the Cauvery Phase-V water supply scheme, groundwater recharge initiatives, improvements to the underground drainage network and the 132-km Bengaluru Business Corridor, to address the city's growing urban infrastructure needs.
Shivakumar acknowledged concerns over delays in the transfer of property documents by some developers and said the government would engage with builders to ensure a smoother transfer process. He further said the proposed creation of five new city corporations would strengthen civic administration and improve service delivery in fast-growing areas, including Electronic City and the airport region.
Responding to queries from apartment residents, the Chief Minister said the government is also working towards making rainwater harvesting mandatory in apartment complexes as part of sustainable urban development initiatives. |
